Murdered guard attached to Deputy President William Ruto’s Office Sergent Kipyegon Kenei may have been part of theSh39 billion fake arms tender allegedly orchestrated by ex-Suport CS Rashid Echesa, CCTV footage reveals.
In a 1 hour 22 min footage released on Thursday by the Directorate of Criminal Investigation (DCI) boss George Kinoti from the DP’s office, it suggests that Kenei may have been part of the military deal and his death was to silence him.
From the timeline of events going by the footage, Echesa held the meeting at Harambee House Annex offices on February 13, 2020, for 1 hour, 23 minutes contrary to what the DP’s office had earlier said that Echesa was in the building for 23 minutes only.
At 8:50 am, Daniel Otieno alias General Juma parked at K.U Parking behind Harambee House Annex and proceeded to the offices with an envelope four minutes later. He was later joined by Clifford Okot and Kennedy Oyoo, all of who are now being treated as suspects in the fake tender case.
Kenei’s movements are captured by the CCTV at the VIP reception where he is seen escorting General Juma to the VIP lift. While leaving the lift a seconds later, Kenei is on phone for a moment before he hands it over to General Juma.
Echesa enters Harambee House Annex in a black Range Rover at 9:35 am together with two foreign investors and they head straight to the VIP reception area and onto the VIP lift. They leave are seen exiting the VIP Lift and off to the reception area at 10:02 am and head to the parking.
Echesa drives the Range Rover as they leave Harambee House Annex at 10: 05 am and Kenei is seen disembarking the lift a few minutes after Echesa and the two foreign investors. He gets a newspaper and heads back to the 2nd floor and five minutes later, he is seen exiting the VIP lift with General Juma.
Juma walks past the VIP reception area with an envelope in hand and off to the parking lot at K.U and drives off in a Subaru at 10:13 am.
From the footage, Kinoti said that investigators are convinced he was involved in the racket as he is seen in the company of the General Juma.
“All this demonstrates the level of involvement of the deceased officer in this well-orchestrated fraud that lasted for 1 hour 22 minutes and 59 seconds as from 08:50:10 to 10:12:55 on February 13, 2020,” a brief from the DCI on the CCTV footage read according to Citizen Digital.
