In his retirement, former President Mwai Kibaki will be the highest-paid retired civil servant as from July 1, 2020.
In estimates of the budget presented to the National Assembly for approval the National Treasury, they capped Kibaki’s pension perks at Ksh2.86 million every month translating to Ksh 34.43 million per year.
His pension perks are double what President Uhuru Kenyatta earns every month as a sitting president with a salary of Ksh1.44 million. He is set to earn more than bosses of state-owned companies like Kenya Power among others.
His allowances include entertainment, house and fuel allowances.
By law, a retired president is entitled to a monthly pension of 80 percent of the salary paid to a sitting president.
Kenya is only paying for his pension since the demise of ex-president Daniel Moi who passed on in February.
In the 2019/2020 financial year, the National Treasury presented a lump some figure of Ksh74 million for a monthly pension of both Kibaki and Moi but has since expunged Moi from the pay following his demise.
The amount increased from Ksh64 million in the 2017/2018 financial year.
The perks could open another can of worms with Kenyans who in the past opposed the hefty payouts to retired presidents vis-à-vis a ballooning wage bill.
Kibaki’s and Moi’s monthly allowances had been temporarily stopped by the court in 2015 arguing that “they were an unnecessary” burden to the taxpayers.
However, the Attorney-General appealed this decision that has made Kibaki and Moi before his demise enjoy these perks.
Kibaki is currently entitled to two personal assistants, four secretaries, four messengers, four drivers and bodyguards.
Further, they have access to four high-end cars among them two limousines changed after every four years.
