EALA MPs to earn sh1.49 million, Kenyans locked out after Parliament’s deadlock

The East African Assembly could remain virtually out of business due to Kenya’s delay in nominating its members.

It is expected to hold its first sitting next week on Monday.

The Assembly cannot embark on any business without members from all its five member states Kenya included.

Former National Assembly Clerk Justin Bundi has said that according to the rule they drafted for the Assembly, no business can be conducted with some of its members missing.

“Swearing-in of the new members will continue but there will be no election of a Speaker. They also can’t proceed to set up committees,” he said.

The quorum of the assembly is half of the entire membership of the Assembly.

A minimum of three out of Kenya’s nine representatives are required before the business of the assembly can start.

Appointment of Kenyans to EALA has been a thorny issue in Parliament.

First, the waters were stirred when Kalonzo Musyoka nominated his son Kennedy Musyoka to EALA while ODM nominated Dr. Oburu Odinga.

Jubilee is also pushing opposition into adding five more names in the nomination list

Eala’s Clerk Kenneth Madete has since sent a letter to all new members of EALA indicating the House is set to start its business on June 5.

“In accordance with the provisions of Rule 4 of the Rules of the Assembly, this is to notify you that the first sitting of the fourth Assembly is scheduled to take place on Monday June 5, 2017 at the seat of the EALA in Arusha, Tanzania, United Republic of Tanzania,” read the letter in part.

Memebrs of EALA will be enjoying a monthly salary of sh1.49 million shillings per month.
