Here’s the road map to realization of Uhuru’s ‘Big Four’ agenda

State House Chief of Staff and head of the Presidential Delivery Unit (PDU) Nzioka Waita has spelt out how President Uhuru Kenyatta will achieve his Big Four agenda.

The Big Four agenda is Uhuru’s legacy. In his inauguration speech last year, Uhuru committed to rolling out universal health care for all Kenyans, raise housing provision to 500, 000 Kenyans; enhance the manufacturing sector to create massive jobs for youths and improve food security.

“During the next five years, I will dedicate the energy, time and resources of my administration to the Big Four,” the President said during last year’s Jamhuri Day fete.

To live up to this dream, Uhuru will realize the Big Four agenda sequentially according to Waita.

“Each Pillar of the #Big4ActionPlan is chaired by the Cabinet Secretary(s) who are core to the specific cluster. In addition there are cabinet sub-committees convened under the stewardship of H.E @WilliamsRuto that will be reporting back to the full Cabinet,” he stated on Saturday via his official twitter handle.

The PDU boss explained the National Treasury CS Henry Rotich will play a crucial role in realization of Uhuru’s Big Four Action Plan.

“The Cabinet Secretary for the National Treasury @HKRotich chairs the budget alignment meetings to ensure consonance between the aspirations and the financing,” added Waita. “The final 2018/19 budget statement will reflect this new thinking as the first step towards a full realignment.”

National Assembly and the Senate under the patronage of Aden Duale and Kipchumba Murkomen in their capacity as Leaders of Majority respectively, will handle the legislative aspects of implementing policies geared towards fulfilling the action plan.

Raphael Tuju, who was named a Cabinet Secretary with no portfolio will coordinate the Jubilee Parliamentary Group in pushing for the implementation of the policies and will also act as a liaison between the bicameral House and the Cabinet.

Further, Waita highlighted in a separate tweet, that “As we deliver on the #Big4ActionPlan, GOK will focus on five major enablers:

  1. Creation of fiscal space,
  2. Reform of the PPP legal & operational regime,
  3. Alignment of TVET curricula to respond to manufacturing sector needs,
  4. Digitization of key processes

In January, the President met Sergio Pimenta, the Vice President for the Middle East and Africa of the International Finance Corporation (IFC).

It is believed that’s IFC is an integral partner in the realization of Jubilee’s Big Four Economic agenda especially in developing the SME sector.

In his recent visit to Cuba and Mozambique, he has struck deals geared towards bolstering the health and manufacturing sectors.
