Kenya’s Ethics and Anti-corruption Commission (EACC) has been ranked second best on overall compliance with the anti-corruption policy and procedure framework by a United Nations survey.
EACC emerged second out of 17 Commonwealth Africa Anti-Corruption Agencies (ACAs), scoring 63.2 percent against the 25 key policy and procedure inputs in the study conducted by Commonwealth Africa and the United Nations Office on Drugs and Crime (UNODC).
South Africa came in first at 71.7%, Namibia in third position with 57% followed by Botswana in fourth position with 56.8%, Sierra Leone in fifth position with 56.5%, Mozambique in sixth position with 55.5% Zambia seventh with-51.6%, Uganda eighth with 51.3% and lastly Nigeria with 50.4%.
The report cites that Kenya takes a lead in compliance of oath of office, code of ethics, mission statement and system of policy and procedure.
“EACC was also the overall best on compliance of oath of office, code of ethics, mission statement and system of policy and procedure with a total score of 100pc. The Commission scored 100pc on the area of Mutual Legal Assistance compliance,” read part of the report.
Further, Kenya’s anti-graft agency together with that of Sierra Leone took the first position on operational management with a score of 80 percent. Uganda came second on the same with 73.3 percent.
Evidence Management, Continuity, Handling and Chain of Custody were singled out as part of the key policy and procedures inputs for Commonwealth Africa Anti-Corruption Agencies as indicated by the survey.
The research was conducted between June 2015 and June 2016. Its aim was to provide the Commonwealth Africa Anti-corruption agencies with a diagnostic benchmarking tool and peer review survey exercise to identify gaps in anti-corruption policy and procedure framework.
Main areas of interests were main areas were organizational management, personnel administration, investigations and operations and support services.
Through the survey, Africa Anti-Corruption Agencies that have strong policies and procedures have been identified.
