Raila’s game plan: Shake up the IEBC and dent repeat polls’ credibility

Questions abound over what the National Super Alliance Presidential Candidate Raila Odinga could be planning ahead of repeat polls.

However, it has been revealed that his plan could be to shake up the electoral commission, Independent Electoral and Boundaries Commission (IEBC) and thrust the country into uncertainty, the Star reports.

This will be achieved by him not running during the polls or boycotting them which will dent their credibility if they are conducted.

Again, should Uhuru be re-elected even if Raila boycotts the polls, there will be taunting questions about the legitimacy of the election which could end up creating a constitutional crisis.

Raila has severally reiterated that he will not participate in the repeat polls slated for October 26 unless “irreducible minimums” he has forwarded to IEBC are met.

They include CEO Ezra Chiloba’s resignation together with 9 other IEBC officials.

Raila also wants IEBC to find another company to print Presidential ballot papers apart from Dubai based Al Ghurair.

He also wants ICT infrastructure for the IEBC to be audited.

However, during a consultative meeting with the IEBC early this week, NASA through James Orengo said IEBC has not responded to the issues they have raised let alone addressing them.

And this will lock them out of the repeat polls further strengthening NASA “no reforms, no elections” stand taken by the opposition.

Since nullification of polls by the Supreme Court on September 1, NASA has had countable campaigns compared to Jubilee.

In the few rallies it has held, the message has been pushing for reforms at the IEBC which has culminated to NASA holding anti-IEBC demos twice in every week.

And to give give more backing there will be no elections on October 26, NASA CEO Norman Magaya in a tweet on Friday said: “For avoidance of doubt, and to the consternation of IEBC and Jubilee, there will be no election on October 26. No more shambolic election.”

Earlier, insiders within NASA disclosed that the opposition was riding on Article 138 (2) of the Constitution which makes it mandatory for a presidential election to be carried out all 290 constituencies.

NASA’s plan is to ask its supporters in regions where it enjoys majority support to stay away from polling stations.

In case this happens, the election would be declared invalid since one or more constituencies did not participate in the polls.

However, in the electoral changes proposed by Jubilee, should Raila write to the IEBC formally and withdraw his candidature, President Uhuru Kenyatta will be declared President-elect.

“Where there are more than two remaining candidates after the withdrawal, the election shall proceed as scheduled where only one candidate remains after withdrawal, the remaining candidate shall be declared elected forthwith President-elect without any election being held,” reads part of the as cited by the Star.

So far, Raila’s no election threat is the subject of probe by the DCI following orders by the DPP Keriako Tobiko.
