State bans foreign travel by civil servants

Top government officials have been banned from travelling abroad by State House.

Head of Public Service and also President Uhuru Kenyatta’s Chief of Staff, Joseph Kinyua in a letter says no one should leave the country without Uhuru’s clearance.

In a letter to all Cabinet Secretaries, the Attorney General Prof Githu Muigai and other State Officers and also copied the Director of Immigration Gordon Kihalangwa, Kinyua notes no state officer will be allowed to leave the country without clearance.

“This is to notify you that it has been decided, until further advised otherwise, no government official will travel outside the country without clearance by the president,” notes the Head of Public Service in the letter according to Daily Nation.

He adds: “For avoidance of any doubt, the officials in reference include Cabinet secretaries, principal secretaries and officers in ministries, chief executive officers of parastatals and their officers and Board of Directors of parastatals.”

The letter is dated September 13.

But even with Kinyua’s reminder, this has been the tradition for state officers.

They must seek clearance from his office every time they leave they travel abroad.

Just last month, IEBC Commissioner Dr Roselyn Akombe was temporarily blocked from boarding a US flight.

She had not been cleared by the Head of Public Service.
