Uhuru’s office on the scope over how Sh2.7 billion was spent

The Auditor-General Edward Ouko has raised glaring questions over usage of funds at the Office of the President.

In a report he tabled on Wednesday, Ouko queried how Sh2.7 billion was used in the past three years by the office of the President.

Of the billions allocated each year to the Office of the President, part of it is confidential. This means it is cushioned against scrutiny by his office.

This, said Ouko, has opened a loophole for persons within the office to plunder the money.

In the past three years the Presidency spent Sh685.7 million in the 2013/2014 financial year, Sh937.5 million (2014/2015) and Sh1.1 billion in 2015/2016.

“Although the presidency has provided certificates to support the expenditure in accordance with the regulation and has explained, the purpose and particulars of the expenditure cannot be made public and unsatisfactory matters regarding the expenditure have not been resolved,” said Ouko in the report according to the Standard.

Ouko also questioned why the Interior ministry has been operating a ‘secret’ bank account with KCB without approval by the National Treasury as required by the Constitution.

He said the ministry transferred Sh8,696,113, 050 to an account between June 2013 and January 2017.

“The ministry opened and has been operating Bank Account No 1109896077 at KCB contrary to Section 28 (1) of the PFM Act.”

Additionally, the ministry has no cash book, bank reconciliations and related payment records to back cash transfers and withdrawals from the unauthorized bank account contrary to the PFM Regulations.
