Police Spokesman Charles Owino has explained why the National Police Service prefers recruiting people with low grades.

Owino in an interview with Citizen TV on Wednesday said that they have been bugged by officers who had a C+ because they keep demanding promotion once they further their education.

He said the service is better off with low-grade officers because they allow all cares to be filled patiently.

“We have a challenge when we employ every policeman with Grade C+ and above. They go back to school, get degrees & come back and ask for promotions. It is important we get officers who have C plain, C – & D+,” he said.

He said that NPS does not recruit police officers with the aim of making them managers as they would wish.

“You cannot promote everyone…It is important to get officers at direct entry. We are not employing everyone to be a manager. The most important thing is intelligence.”

Owino seemed to counter a proposition buy Interior CS Dr Fred Matiang’i to recruit Kenyans with a higher grade.

Matiang’i a week ago said that a paradigm shift is important in the recruitment of police officers because it will come in handy when dealing with savvy criminals especially those committing electoral fraud.

“This is why I have been fighting that we look at the cut-off point of the people we are admitting. Surely, if we are admitting you with a D plus then we are telling you to go to the complex science of analysing blood and preparing a document that the DPP is going to use in court to prove murder, are we serious honestly? Are we serious?” he posed.
