Sh3 billion missing from Interior ministry-Auditor General Edward Ouko reveals

The Ministry of Interior and Coordination of National Government is grappling with hard questions raised by The Auditor-General Edward Ouko, over the loss of sh3 billion in the last financial year. Reports the Standard.

The sh3 billion collected as revenues for different services in the ministry’s various departments cannot be accounted for.

This came to the fore on Wednesday when the report was tabled in the National Assembly.

Directorate of Criminal Investigations (DCI) Headquarters alone may have lost up to Sh193.03 million according to Edward Ouko’s report.

“The inspection at the DCI Headquarters indicated 543,108 Police Clearing Certificates were issued, out of which Sh542.19 million was realized as application fees. However, the statement reflects a collection of Sh350.08 million,” read the report in part.

In the immigration department, the ministry may have lost colossal amounts of money as the report cites.

For example, the department’s revenue statement reflects an amount of Sh2.63 billion against visa and consular fees, but could not be verified in full as some important documents to support this were missing.

“Entry declaration forms and application visa forms together with receipts could not be verified at the immigration offices at Jomo Kenyatta and Moi International Airports.”

Another sh77.92 million collected from the hiring of police services at the various county and sub-county Administration Police stations cannot be traced, as it was not recorded in cash books and the Integrated Financial Management Information (IFMIS) ledger, which is contrary to the Public Finance Management Regulations.

Also, a spot check on financials for constituency headquarters, according to the audit report pointed to missing millions of shillings, which may have ended up in the pockets of government officials.
