Jubilee drafts bill to exclude four Nyanza counties from Kenya

Four Nyanza Counties could be excluded from the list of counties in Kenya if a draft bill by a Jubilee strategist is approved.

The draft by Washington Makodingo seeks to remove Siaya, Kisumu, Homa Bay and Migori counties from counties in Kenya.

Makodingo’s bill seeks to amend Article 5 of the Constitution to redefine the country’s territory.

In his argument, he says that the four counties have continually expressed willingness to be excluded from the rest of the counties in Kenya given they are NASA’s strongholds.

As a matter of fact, they heeded to Raila Odinga’s call to boycott October 26 repeat elections.

“During this election, residents of four of the 47 counties heeded calls by their leaders to boycott and disrupt elections in most constituencies,” states Makodingo as reported by Daily Nation.

“The objective of this Bill is, therefore, to amend the constitution to grant these residents their wish by excluding them from the territory of the Republic of Kenya.” as quoted by The Star.

He now wants Kuria East and Kuria West declared Kuria County.

Further, the bill seeks to make Maseno which is currently in Kisumu part of Vihiga County.

This expressly reduces the number of constituencies from 290 to 263 and that of counties to 44 from 47.

It comes barely a day after Homa bay Town MP Peter Kaluma’s bill which seeks to secede 40 counties to form the People’s Republic of Kenya.

His bill is yet to be tabled in Parliament for debate.

He says this will cure evils of tribalism, exclusion, and corruption that have dogged the country with power being concentrated in only two regions of the country-Central and Rift Valley.
