Ugandan man secures Kenya’s top government jobs using fake documents for the last 26 years

A Ugandan national who has forged his academic certificates to get top Kenyan government jobs has been arrested.

The fifty-year-old man has for the last 26 years been in Kenya’s most prestigious state and private sector jobs.

He has four names: Moses Otieno Obiero, Nobert Muhoro Ikundo, Hope Lubega and Robert Mwanyalo.

He was arraigned at Milimani Law Court yesterday to answer to charges of forgery among others.

Among forged academic credentials are a fake degree and a post graduate degree which he has used to secure a job in 10 organizations since 1991 when he came to Kenya.

Until the time of his arrest last week, the man served as the deputy director of information and communications technology at the Public Service Commission (PSC).

At the time of his arrest, DCI detectives confiscated three birth certificates, two national identity cards, two master’s degree certificates, two KCSE certificates and one for a bachelor of science degree and three Kenyan passports.

He worked as an ICT assistant at the UN office in Nairobi between 1991 and 1992 before moving to Standard Chartered Bank where he, for two years, served as the IT head.

In 1995, he cast his net wider and moved to Siemens Telcom where he served as the technical manager.

In 1996, he moved to Interactive Business Technology the following year where he worked until 2000 when he again, moved to International Federation of Red Cross in 2001.

During the same year, he moved to Deloitte where he worked as the systems administrator before until 2006.

He worked as Standard Media Group’s head of ICT between 2008 and 2010. He later resigned and worked as the chief information officer for Kenya Seed until 2012.

He later moved to head ICT at Nzoia Sugar Company between 2012 and 2014.

He landed the lucrative government post at PSC in 2015 where he has been serving since then.

But according to police investigations, the man attended Magwa Primary School in Jinja before transferring to Army Primary School.

He later moved to Kenya and settled at Uchiwe Village in Gem, Siaya where he sat for his primary examinations at Apuoyo Primary School.

He joined Form One in Yala in 1986 but dropped out the same year and moved to Nairobi in 1989.

In 2010, he was charged in court for forging a degree certificate and was fined sh50, 000.
